IFO/BUP 32K Padding

This addresses something I just thought of yesterday!  :o

I was contemplating the use of BUP files as part of the DVD Video standard.  My thinking is if a disc is damaged where IFO files are stored and can't be read, then the damage would most likely prevent its BUP file from being read because the IFO and BUP would probably be stored in the same area on the disc.

Of course, most damage to a disc means that part of a VOB can't be read, so it makes playing the IFO or BUP redundant.
