Ok so it's not stuck, your machine is just taking ages to process the commands for some reason.

It could be down to the controller drivers. Are you running the latest 'Intel Rapid Storage Technology' ones? Some other software could be interfering- try booting into safe mode and see if the same thing happens.

EDIT: It looks like there's a newer v14.8 available... and even a v15.2. Visit Intel's site to download them.

Even after finishing searching, it didn't burn a disk - stopped with some error, locked BD-RW, wrote something unreadable on the disk. After restart (I only could open the tray while booting, once Windows started, the tray was locked again), ImgBurn worked just fine on a different disk, same BD drive.

Looks like another software interferes. I thought at first it was Daemon Tools but uninstalling it didn't fix the issue. How can I find out which software it might be? Since ImgBurn works fine after restart, I assume it's not outdated controller drivers?

I don't know, it would be trial and error.

Do update your drivers. I think Intel actually pulled your version from their website... they must have been bad.

Nope, still gets stuck on something or other, not necessarily searching for devices, just need to wait some time after reboot - a day or two...

Now try safe mode.

It could also be something like the AV software you're running.

It's just going to be trial and error on your part to get your system working as it should do.

It works fine after any restart. If I restart in safe mode, then what? How do I do trial and error if I cannot even reproduce the issue - it just appears out of the blue? I feel my only feasible option is to restart when I need to burn and hope some software update fixes this.

Sorry, I'd forgotten about it being ok for a random amount of time after a restart... keeping in safe mode isn't exactly feasible! It is a very odd issue and I don't really know what to say.

You'd pretty much just have to monitor it by opening the program every now and then as you're using your machine normally and see if you've done anything (used a certain program, bit of hardware or whatever) between things working normally and your drive I/O going really slowly. You don't actually need to want to burn anything, just load the program and close it again. Maybe you'll eventually narrow it down.

Do you have anything listed in your 'filter driver load order' list? You can access that via the Tools menu.

You can check event viewer if/when it goes slowly again too... see if there are any errors logged by the system.

Did that sonic driver get removed when uninstalling the Roxio software?
