the speed setting didn't work

It's all down to drive/firmware/media combination, if the speed you select is not supported by any of them, then the speed will default to the closest thing you selected.

 

Easy way to find out what speed you're drive/media supports is to pop a blank into the drive, select write mode and look in the right hand pane, sample below.

In this case, the supported speeds are 4X and 8X this offcourse will change with different media.

 

Here is another that's only supported at 4X.

Imgburn reports what the drive/firmware supports .The supported speeds that are reported and you can choose from the speeds with IB.

 

A Google of the Id shows that this media sucks (I've never heard of it )if you want trouble free burning get Verbatim or Taiyo Yuden discs
