I've never heard of this problem before. Maybe some software on your machine is blocking writes to the registry (badly) or something.

You can see for yourself if you run Process Monitor and add a filter for a process named ImgBurn.exe
Instead of writing out all the settings (about 500+ in total) in a second, it can only do about 5 per second (that's probably subject to the speed of your machine).
Adding ImgBurn.exe to the exceptions list sorted that out for me.
