How big are all the files together?

Try build mode.

Try this guide. It should also be possible to use Super (free tool) to convert it.

Even the free version of ISOBuster allows extracting of VCD to mpg, according to their homepage. Then use DVDFlick to compile the various sources to a DVD with out without a menu.
