ImgBurn will not erase a disc with video on it. It says no disc in .But says a brand new disk need formatting and erases that. Full erase no quick option

Where is the best place to download imgburn. . At some places the exe seems bigger. 362KB as against a file over 3MB I want to avoid the browser add on for smileys. Does that mean custom installation?
