CD-R "Disk not empty"

Trying to burn psuedo saturn kai(1,880 KB) onto a 700MB CD-R, Img Burn says "Disk is not empty" despite formatting it multiple times, attempting to use img burn to clear the disk wont work either.

Yes, unless your drive is broken, you should have no problem writing to them (subject to normal disc quality issues).

Do not attempt to erase or format them before use. Take one out of the packet, fire up ImgBurn and try to burn that image again.
