Can an "open" DVD-R be closed?

My brother-in-law sent me a DVD of pictures of my nieces and nephew. However I was not able to read it in Explorer. The disc shows as "incomplete" in ImgBurn and "open" in Nero CD-DVD Speed:

Is there any way I can close this disc, or do I need to tell BIL to make a new one?

 

I did try Tools->Drive->Close, but it didn't seem to do anything.

I think I did Close Disc earlier. Unfortunately I can't remember. I just now tried Close Track and got a pop-up error message that said

 

 

I/O Error!

 

ScsiStatus: 0x02

Interpretation: Check Condition

 

CDB: 5B 00 01 00 00 01 00 00 00 00

Intrpretation: Close Track/Session

 

Sense Area: 70 00 25 00 00 00 00 0E 0000 00 00 64 00 00 00 00 00 00 00 00 00

Interpretation: Illegal Mode For This Track

 

 

I get the same thing when I do Close Session, and again when I do Close Disc. Not sure why I didn't get that pop-up message earlier.

 

 

All of that was on my Pio DVR-115D burner. On a whim I tried the same on my Optiarc AD-7190 (which I think is really a Litey). No error messages this time. And, after doing Close track, then Session, and then Disc, followed by a Refresh on the drive now shows the disc as Complete:

I did give IsoBuster a try. I let it run all night long and it only got thru 12%. Not worth the hassle. I'll just ask my brother-in-law to burn another disc.
