Like I said, you need to be making a fair comparison and you might not be.
You can enable something called 'spare areas' when formatting a disc which in turn enables a drive's 'Defect Management'. That can help to overcome bad sectors by remapping them to the 'spare areas' on the disc.
ImgBurn defaults to formatting without spare areas because it frees up more space on the disc that can then be used for user data.
The Imgburn's drive may have difficulty on some blu ray disk or drive. It read the disk data as 0x00 when verify, actually it has data inside, so it compatibility maybe not so good. I belive it maybe already wrote data to the disc, but can't pass verify. Also the 'erease data' maybe have problem too, after find finished 99%(maybe 100%) of zero sectors, then stopped at 'sync cache'.

Others programs don't all erase like ImgBurn and don't catch all the errors ImgBurn does.
That's especially true of programs that don't do their own drive I/O and rely a 3rd party burning library.
At the end of the day, the drive has complete control over these things so what fails in one program will fail in another too. You just have to make sure you're comparing apples with apples and not with oranges.
You can see here that ImgBurn works just fine with BD discs when the hardware / media do what's asked of them.
I problem is the movie plays great and also passed the verification using other software. Maybe the imgburn is better but the drive is too tough?

Sync cache is what always happens at the end of a burn. It's where the drive is told to finish performing everything it has been told to do up until that point - because don't forget, drives have an internal buffer.
So even though the program may have (successfully) sent all the data to the drive for writing, the drive won't actually have tried to write it to the disc until it has finished writing everything in its internal buffer (cache).
The sync cache command signals the end of the burn so anything else the drive needs to do to the disc in order to make it work properly later on is also done at that point. Your drive reported a 'Write Error' whilst trying to perform those functions.
Today I tried CDburnerXP, it works for same disc and drive. It passed the verifiy, I watched all the movie, no problem. Maybe Imgburn not fit well for BD-RE?

It hasn't finished zeroing the sectors, that's what's failing to complete successfully.
When it goes to 99% of zeroing sectors, it began to Synchronise Cache, then it failed. What does 'Synchronise Cache'mean?

Your drive has a problem with the disc and reported a 'Write Error'. Give it another go.
If it still does the same thing, try another disc.
If it still does the same thing, try cleaning the drive with a cleaning disc (and then try full erasing both discs again).
If it still does the same thing after that, get another drive.
For this 'Write Error', how can a disk already finished writting Zero to each sector, that approves every sector can be written, then turned to 'can't write'? Looks weired.

It all boils down to your drive not liking the discs.
I can't tell you why it has a problem with them, only that is has. The error messages you see there in the log are exactly what the drive returns to the program when it fails to do what has been asked of it (i.e. write zeroes to some sectors).
Looks like not like DVD-RW, the BD-RE is more difficult to write.

Now I burned the disc, but at the verify stage. It showes "W 18:46:19 Failed to Read Sectors 12219392 - 12219423 - Reason: L-EC Uncorrectable Error". My Blu ray write is new & disk is Verbatim also new.

Tried to burn a BD-RE, does this a software problem? My blu ray writer is new and firmware is corrent, I am using a Verbatim BD-RE.
