I could burn ISO image in Write Mode, too.
I'll share what I did in case.
4-1. I full-erased by Menu: Tool->Drive->Erase Disc->Full
4-2. I double-clicked the drive icon, and then the attached message was shown.
It was like the following in English:
"Burn a Disc"
How do you want to use the disc?
[ ] Like a USB flash drive
[ ] With a CD/DVD players <--Grayed out. Can't choose
I checked "Like a USB flash drive" and clicked Next.
After half an hour or so, "Windows couldn't finished formatting" was shown like before.
The drive LED kept lighting and I couldn't eject and do anything else. So I restarted PC again.
4-3. I tried to double-click drive icon. The same message "Burn a Disc" shown. I canceled. (It means files can't be written by Explorer. If interested in, try to compare "4-3-0DiscInfo After USB drive.txt" with "2-2ImgBurn DiscInfo2AfterFormatFailed.txt")
4-4. I tried to burn ISO image in Write mode. It started writing!!
I succeeded burning ISO twice, but failed once.
By the way, what I wanted to do was to "Overburn" ISO movie image.
As the result, the created disc can't be read by Explorer, etc.
I also tried "Truncate" but it couldn't be read, too.
I'm satisfied. Thank you!
p.s. I can still see a lot of HD DVD-RW media sold in auctions and Internet shops in Japan.
But I think an HD DVD-RW drive is rarer to get because only SD-L912A on a few Qosmio or for bulk seems to have come onto the market as HD DVD-RW drive. -
Actually, I succeeded to burn files in Build mode before trying full erase.
Here's what I did.
1. Format HD DVD-RW by right-clicking the drive icon on Explorer.
2. It took 1 or 2 hours but an error was shown. It said "Windows couldn't finish formatting." Then the drive LED kept lighting and I couldn't do anything for the disc. So I restarted PC.
3. I tried to burn ISO image in Write mode but it said "The disc needs to be erased". I canceled. (I know it was failed before.)
4. I tried to copy a file to the disc by Explorer and it succeeded!! I deleted the file.
5. I tried to burn files in Build mode. It succeeded!!
Please refer to the attached images and logs.
It seems ImgBurn can't do "format". (Creating file system?)
And still failed in Write mode (ISO image).
Do you have any opinion or idea?2-2ImgBurn DiscInfo2AfterFormatFailed.txt

I full-erased the disc by
Menu: Tool->Drive->Erase Disc->Full
But it occurred the same error on Write mode and Build mode.
Please see attached files, Erase log, DiscInfo after full-erase and Log of Build mode.
Should I need to try another type of Erase?

I don't think erasing makes sense because I used an brand-new:) disc first, as I wrote.
But I'll try later.
The below is the message on the right when I inserted the HD DVD-RW medium in the write mode.
This medium supports AACS.

Does ImgBurn support to write to HD DVD-RW?
I tried to write files into a blank HD DVD-RW medium (15GB), but error occurred.
It said "Medium not formatted."
Next I burnt files onto it by "Toshiba Disc Creator" on Qosmio G40 and succeeded.
Then I tried to burn files by ImgBurn again.
First it started erasing, but then the same error occurred.
I changed "Write Mode" to "HD DVD", or "Write Type" to DAO/SAO, TAO, or Incremental, but all failed.

I've searched on the Web and found the situation is quite different between in Japan and in UK.
I'm sorry.
I checked auctions and stores in Japan, but all don't support overseas shipment though overseas transfer service companies exist.
