Admittedly, this is over 12 years late, but I was getting this same error, and it didn't make sense that so many individual DVD+R DL discs could fail, but I followed the advice to try a different spindle. I happened to have the very same kind of disc media but from a different vendor. Wouldn't you know, first try and the disc burnt successfully. Thanks for all the work done for ImgBurn. I have loved this program for many, many years although I have to admit I use it much less in these days of downloads and super-sized Solid State Drives.
Not trying to start any wars, but in my case the discs had these results:
Memorex DVD+R DL --> Discs supported both 2.4x and 4x speeds, but all attempts to write (on different discs at these different speeds) had errors. Closer inspection of the backs of these discs showed splotches on the surface (before writing), and I could see through to the writing on the label side.
Verbatim DVD+R DL --> Discs only supported 2.4x speed, but first write was successful.
