I assume this is a laptop? If not, put the drive inside the PC. The command is probably failing due to the USB chipset being used. What do you actually hope to do with this drive? Do you know the make of the controller it's connected to? The ATA/IDE/SCSI/RAID controller branches in Device Manager should give you a clue.
