Cynthia
If you look into Windows Device Manager - look it right there or is there a yellow ! sign beside the drive name?

Cynthia
If you insert a non empty disc in that drive, can you play it with a media player?

mmalves
Put a blank disc in the drive, wait for it to stop blinking, then open ImgBurn and switch to Write mode. Does it still freeze when doing it this way? If it doesn't then tell us what ImgBurn says in the status bar and also copy and paste here the media information text shown in ImgBurn's main window. mmalves
Look for the latest drivers for your motherboard's chipset and/or storage controllers (hint: use SIW to identify them), as it seems something is messing with the communication to the burner.
