That's a video file.

 

Do you want to create a standard DVD Video disc playable on all players or just burn the WMV file 'as-is' onto a disc?

 

If it's the latter, use 'Build' mode (aka 'Write files/folders to disc').

 

Otherwise, use something like DVD Flick to convert your WMV file into the correct format (a VIDEO_TS folder with IFO/VOB/BUP files inside it) and then burn that.
