Hi lifesright here. So when image burn (great software) made my image on the fly while operating in windows the files and folders used by the os(operating system) at that time were not imaged , so Question will my restore have expected issues because a 100% image was not taken?

You wouldn't ever 'restore' a PC based on an ImgBurn backup anyway. If you want to backup your hdd, use a proper hdd backup tool like Acronis True Image or Macrium Reflect.

 

Files that were in use and couldn't be opened will just be filled with zeros - i.e. are useless for the any attempt at restoring.
