What is PADDING, SPLIP? Need general info on layer break positions.

I know how to burn double layer DVDs but I'm ignorant on technical terms like, padding and SPLIP when the create layer break position window appears. I also need to understand what seamless and Don't update IFO/BUP files mean. I've been googling around but I still need some concrete info. I know seamless is supposed to make the change from one cell to another seamless but do I have to check that option if the SPLIP says yes? And why is the star rating yellow, blue, or green when SPLIP says no? Doesn't SPLIP mean that the layer break is already seamless? I hope you can answer these silly questions. Thanks
