Ignore Files In Use Setting at Project Level

Two questions:

 

1. Is there a project setting to specify ignore files that are in use or is this only a program execution setting? 

 

For the heck of it I inserted "ISOBUILD_IgnoreInUseFiles=1" into a project file but it had no effect and was removed from the project as confirmed after project save / load cycle..

 

2. Are project variables & values documented somewhere?  i tried to exercise some due diligence in locating the same with no success.
