Does installing new version of ImgBurn require uninstalling old version?

If I already have an older version of ImgBurn and want to install the latest one,

do I have to uninstall the old one first, or can I just run the installer (.exe file)

of the latest version and it'll automatically replace whatever is necessary?

No, you can just install over the top of the old one.
