Disc Burn Sticks at 96%

I'm trying to burn a video to disc. Everything seems to run OK until the Progress shows 96% and it gets stuck there. I can here the disc drive whirring intermittently.

Use a 'write once' disc.

 

Your drive appears to have a problem with erasing that rewritable one.
