Can Imageburn format CD-RW as USB like Windows?

And PLEASE try to answer in plain English. I don't understand the technical terms in Imageburn (e.g., "ISO"?).

 

On Windows 7 in several different Lenovo Thinkpad laptops, using CD-RWs from a box of disks that worked on my older desktop machine, I tried formatting CD-RW disks as USB, but got the "Windows cannot complete formatting" error. It was suggested that I try Imageburn, but I don't understand the technical jargon or even IF it can format CD-RWs in the way Windows 7 was supposed to.

 

Any help?

You can't format it to use like a USB stick (where you can drag and drop files) but you can erase/format it to clear everything off it.
