Load ImgBurn, switch to 'Write' mode and keep an eye on the messages that get displayed in the status bar when you insert the disc.

When you first insert it, it should say it's in the process of becoming ready. After that, it'll either work or fail. The messages should be straight from the drive so it must be faulty if it can't see the blank discs or something else is messing with things.
