Create ISO from CUE file - possible?

I can't seem to find a way to create an ISO from a CUE file. Every time I try, it warns me that I am only copying the CUE, not creating a usabe ISO.

What are the simple steps? (I did look, but don't see anything relevant...)

You can't, it just creates cue files and burns them.
