Where is the layer break placed?

What I'm wondering (and no tutorial seems to specify) is when you choose a location for the layer break on a DL DVD, and you highlight one of the choices, is the layer break placed before or after your selection? That's all I want to know.

What you select goes onto the 2nd layer.
