I have tried to download ImgBurn on multiple machines and each one, using Chrome/Firefox and IE remove the download just after it was finished.

I have done this for all mirrors...

You sure your web browsers are removing it and not some third AV software you have installed?  It's most likely some third party AV flagging OpenCandy, a Potentially Unwanted Program, a PUP, as a virus.  They're not viruses.  AV companies simply are too lazy to differentiate and label everything as a virus.

Going by the _DLM in the file manager, he clicked on an advertisement on the DL mirror and got served a download manager that would then download itself.

the first error one was from IMGBURN itself, the errors are from webroot flagging the software.
