You can't burn complex images (which VCD's are) with Imgburn.

 

Single session / track only - and that's especially true if it's an nrg file because I don't have the nrg file format specs.

That's what ImgBurn already does in order to burn the image.

 

But with a 'complex' image (i.e. multisession/track - which a VCD is), that doesn't work. The 'complex' image is just burnt as a 'simple' image hence all multisession/track information is lost and the disc will not play.
