LIGHTNING UK!
Ok well none of the versions currently available can burn a VCD/SVCD - that's the first issue. The second (the error message you're getting) can only be looked into once you include the burn log in your post. Click the 'Help' menu in ImgBurn and you'll see an option to show you the logs. LIGHTNING UK!
Attempt to burn it again, but this time press the F8 key before you hit the 'Write' button. By doing that, you'll get loads more stuff in the log. Once it's errored out and you've clicked 'ok' to terminate the burn operation, press F8 again to disable I/O debug mode. Then, SAVE the log as a file and upload the file.

dontasciime
Your writer is so old it needs a key to wind it up. Plenty of new drives to choose from if DVD-ROM is important to you for Single Layer + and Dual Layer + get a newer Liteon. Other choices could be Pioneer 112 (only sets DVD-ROM on dual layer + not DVD+R) Maybe a new Samsung drive. Plenty to choose from just do not buy a no brand name or memorex
