what would be causing my device buffer to go up and down resulting in a burn speed of only 2.3x

i've used this program many times before and never had that problem.

 

it did this two dvds in a row now, the first one i was writing files to a disk and the second i was writing an image to a disk.

 

i am on windows xp sp2 and my drive is a hp dvd1040
