Medium not present - Tray Closed

Medium not present - Tray Closed. What causes this error. I have just downloaded IMGBurn. I have a file already to burn as a Video DVD. I select the proper DVD folder (parent of Audio and Video_TS) yet I get that message, not allowing me access to click on the build bu tto The DVD in the drive is a Memorex recordable 16X 4.7gb 120 min. The file that I want to burn is a 20 minute video.

 

Please help.

It is a MATSHITA UJDA 750 DVD/CDRW

That is a DVD-ROM, it will only read DVD's...it won't burn them.
