If it's a dual-layer disc image, without the .dvd file you may be missing the correct position for the layerbreak. Depending on the contents of the ISO image this may result in a non-working disc.

It is dual layer. So How to I configure that? Can I create my own .dvd file from the .iso? Is there another software to create it?

Depends on the content of the ISO image. What is it? DVD-Video (i.e. movie/etc)? Xbox360 game?
