Problem with burning at low speeds

I have a problem I need to write DVD's at low speed I.E. 2 - 2.4 however when using imgburn even if I set the write speed at 2.4 it always burns at 4x and as you can see from the info below it states the minimum write speed is 4x I use these discs and writer with another burn program and it copies at 2x no problem can you help!!! <_<

If the drive says it only supports 4x upwards then that other program is lying.

 

8x or 12x will give you perfectly decent burns on those discs.
