Burning Image File

I'm just learning to use IMG Burn, I downloaded an Image File and selected to burn Image file to Disc, and selected the file to burn, and started the copy process. From beginning to end, no problem, message came up as file completed. I thought I would Verify it, and sez the DVD was empty. Why will it not burn? 3 times I have tried, I was burning a Wii game and 3 times it didn't burn, it's so damn frustrating. What am I doing wrong?
