I'm trying to burn a dvd/iso backup to a blank dual layer dvd+r

'Medium Not Present' is shown when the drive doesn't recognize the inserted disc. Are you sure it's capable of burning dual-layer media? You can check this by going to Tools -> Drive -> Capabilities.
