Blue ray image burned to big

ok, I undertsand how to burn a blu ray movie to an image but what I cant seem to figure out is how I can shrink it down to a 22GB or less file to burn to a blu ray blank disc. I looked through the guides and couldnt seem to find it. If image burn cant compress the image while burning what program can?
