I have created a number of DVDs now with addtional pdf files in the root folder. I'm using DVDStyler to master the DVD - this produces a dvd-out folder with the required AUDIO_TS and VIDEO_TS folders. I simply add the extra files to the dvd-out folder and then add the dvd-out folder to ImgBurn to create the ISO.
This appears to work properly. Last term I created a set of two DVD's using exactly the same process, with the same audio and video codecs, similar numbers of files, etc. Some customers say that one DVD works in their DVD player and the other doesn't. I've tried remastering the DVD but with no success. I assume that ImgBurn puts the addtional files after the other folders, but wonder whether there is an ordering issue here, but I haven't been able to determine what the order of files is in the iso. In Peazip, I can't see the original order of files, only a sorted order.
