Some areas of Indiana who weren't on it suddenly decided to switch to it, some that were decided to go off it, and some changed when the clocks actually change! The entire reasoning here, as I guess it is there, is so businesses will have 1 more extra hour of virtual daylight, thus tricking people into thinking they have an actual extra hour. Here in Oz we have three time zones as it is, can you imagine the confusion when daylight savings kicks in? it is not a national thing as shamus mentioned, WA and Queensland do not have it. As there is 2 hours difference between east and west, daylight savings stretches it out by another hour making it 3, so if you wanted to talk to somebody in perth and you were in Melbourne, it's no good trying before 11am Melbourne time.
