The image is a VCD Image i have. it is slightly bigger than would fit normally on a disc, but only by a bit so overburning should work.

i've also tried another image that is similar to it and i get the same problem. im guessing maybe the overburn thing is the problem?

I would guess overburning is the problem here. Your drive is probably rejecting the size of the image because it knows it wont fit on the disc.

 

ImgBurn doesn't burn VCD/SVCD images anyway so you're kinda wasting your time!

 

They're supposed to contain 2 discreet tracks but ImgBurn only deals with single session / track images at the moment.

 

That's why there is no support for the cue/bin format yet.
