My Imgburn stops burning at around 28%

and then it doesnt close the program so i have to restart my computer

It should never just stop burning. Either your machine has stopped processing I/O commands (bad drivers for your sata controller or dodgy cables), or your drive is running into mega issues burning the media you're using.
