The reason being that I need to disable the write access through either a GPO or Registry key. A Registry Key (Toggle) would be more ideal, as this could be enabled on the fly. You will gather this is a Network request, as a number of users use this program, and I have disabled the Windows XP built-in write. A number of users require READ access, but manager need WRITE.
