Some recommended ImgBurn to me. I've successfully burnt an .iso file onto a CD-R with it, but unfortunately attempting to test-write .cue files has failed. Check this out:

Enabling 'Test Mode' just flips a single bit (in a byte) of a descriptor sent to the drive.

So it's your drive that has the problem burning that particular disc with test mode enabled.

I've tried an experiment using two drives (one the same as before, the other a different one) to test-write to 4x CD-RW media. Here's the result from the drive that I've had problems with:

Ah, you can't (always? - depends on the drive?) do 'test mode' on a multisession disc, it doesn't work (but obviously I don't block you from attempting to do it).

Sending the 2nd cue sheet fails because the first session doesn't actually exist (because the drive hasn't physically written anything in the first session).

Test Mode is ok for checking your hdd can support the transfer rate required for your chosen write speed, beyond that it's pretty much a waste of time. I honestly can't remember the last time I used it.
