Microsoft Win 7 USB DVD Download Tool won't read .ISO created by ImgBurn

I used ImgBurn to create an ISO file from my Windows 7 Upgrade disk.  It seems to create the file OK, but when I try to read it with Microsfot's Windows 7 USB DVD Download Tool - it says not a valid ISO file.

 

Any ideas on what's happening?

Post a log. We can't tell you much without it since our crystal balls are out on loan to Micro$oft at this time.

Maybe their tool doesn't support the 'upgrade' disc?

Micro$oft reads UDFS specs in a unique way.
