There are lots of complaints about this but none that I saw either applied here or led to a solution. I've got a home built computer with an LG WH10LS30 BD-RE writer. I'm using Verbatim single layer 16x dvd-r disks. Drivers are up to date. Imgburn used to record pretty close to that speed and verify quickly. But lately, records are running around 5-6x and verifies are 0.7x. Yes, that's less than single speed. I've been fooling around with the off and on for a week and it has me baffled. Log follows.
