The toolbar is next to the pane it actually applies to, if I wanted it up the top I'd have put it up the top! (You should have learnt by now not to second guess me on design decisions I've already made - the answer will probably always be 'No' )

 

I almost added an 'Up Folder' button at the start but decided it was pointless because you have the folder treeview to the left where you can just as easily click up to the next level and a '..' folder which does the same thing. Oh and you can also use the backspace key.

 

I think D+D (and copy+paste) is sufficient means of adding from the explorer pane to the disc pane.
