The best CD-Rs are made by Taiyo Yuden. I've been using Sony CD-Rs (arguably the best you can get here in Brazil) and they've been flawless so far.

Update ImgBurn. Try burning at the other available write speeds. Try cleaning the burner with a lens cleaning disc. Try with the 2.4x Verbatim DVD+R DL blanks. Buy a new burner.
Put a blank DVD in the burner and look at the media information text shown in ImgBurn's window: the Supported Write Speeds field shows you the available options for your burner/firmware/media combination.
The drive thinks there's no disc inside, which is usually a sign of a bad burn. Next time try burning at 4x or 6x. You could also try cleaning the burner with a lens cleaning disc, or even manually if you know how to do it.
In ImgBurn go to Tools -> Settings -> I/O tab, change SPTI - Device Enumeration Method to Device Interface and click OK. Now try burning again and see which program is holding the burner.
If it's DVDFab indeed then you may need to disable Lock Volume - Exclusive Access in the Write tab of ImgBurn's settings.
