Open ImgBurn, go to Build mode, Advanced tab -> Media tab, choose Custom double-layer profile and enter a large number for both Max Sectors in L0 and Media Capacity, then close ImgBurn to save those settings. Try burning at 6x or 4x to see if it works, but your problem is most likely the crappy media you have (please read this). Even if it did burn OK the resulting disc possibly wouldn't play on many standalone players. To have the best compatibility proceed like this: mount that ISO image to a virtual drive, or extract it with 7-Zip/WinRAR/etc, and build the dual-layer disc from the VIDEO_TS folder. You could also set DVD Shrink to save to a folder instead of an ISO image.

ImgBurn doesn't convert video if that's what you're thinking: you'd use DVD Flick, ConvertXtoDVD or similar programs to do that.

ImgBurn can't do that.

Do you have the log from when you've tried with Verbatim media? You can find previous logs in ImgBurn's Help menu.

Go to Tools -> Settings -> I/O tab, enable the Reading - Always Use Buffered I/O option, click OK and see if it solves your buffer problem. Also... There's newer firmware available for your burner (remove any disc and close the tray before updating then reboot after it's finished).

You need to use a program like DVD Flick or ConvertXtoDVD to convert those videos before burning.

Burning at the slowest speed doesn't necessarily result in a better quality burn, especially when using media rated for up to 8x write speed. If your drive can't produce a good burn at the other available speeds your only options are trying to find the Verbatim 2.4x DVD+R DL blanks or getting a new burner that likes the 8x Verbatim blanks you have.
