I'm using MAXELL DVD-R's that have RITEKF1 MID and have no problem at all with them.
Two burners are dead now, one was LITE-ON DVDRW LH-20A1L the other was ASUS 0001 DRW-2014L1 the discs have no problems reading back.
Now I'm stuck with TSSTcorp CDDVDW SH-S203D from a disasambled computer and still burn RITEKF1 without problems.
When this will go out I'll get an Optiarc.

If cleaning the lens not solve the problem you better start looking for a new drive, a normal size one.
Avoid slimline/laptop drives since they are not recommended for dual layer media.
If the burn and verify was succesfuly on the disc, ImgBurn has done its job.
You can dig in the folder structure for problems or the Panasonic's media compatibility.

A log would be nice.
The speed of burn don't matter as long as the disc is readable. Some burners do a better job at higher speeds than do at low speeds.
Laptop/slimline burners aren't recommended for burning DL media.
An Optiarc 72xx put in a decent external USB 2.0 enclosure should do the job.
Buy some cheep chinese table watches, discard the case, take out the the pointers, stick/glue a disc on it, put back the pointers, figure out some shue for them and give them to friends.
You should end up with something like this.
Your drives firmware is way back to 2004. Try the latest A306 that is probably still old (from 2006) for that media.

Can the drive read any previous burns or original pressed discs?
Try installing latest chipset/storage drivers. This site may help http://www.ma-config.com/
You can have as many burning programs you want as long as they not running some services in background that can keep the drive occupied.
Could be bad media. What it say in status bar with a disc inserted?
Do you have more than one drive? The program may point to the other.
SP1 will help your computer (the system) not the drive itself.

To restore the default settings in ImgBurn go to Tools > Settings and click the Restore Defaults button on bottom left.
