There is this free program, but I'm not sure if it can solve your issue.

It's still in alpha stage.
According to this thread the extension should be possible to just change to iso and then it might work to mount it.

It's not possible with ImgBurn.
Is it a bootable ISO or?
If it's just a regular ISO with some files in it, you can first mount the ISO with a program such as Virtual Clone Drive ( http://www.slysoft.com ) and the just copy the files in Windows Explorer.
There are other programs on the net that can write an bootable ISOs to an USB stick.

My guess is that it means that it can play burned discs (video-mode DVD-R/RW and DVD+R/RW).
So yes burning a DVD Movie is possible in ImgBurn. If your source contains .bup/.ifo/.vob files - ImgBurn will change the appropriate settings for you.
If it's Nvidia based you should be able to just click on the button Motherboard drivers and the script should find the right one.

Ritek based media and older Lite-Ons can be tricky.
There is a later firmware version.

Try also the other available speeds. (Speeds: 4x, 6x, 8x) You have already tried the 4x in the posted log.
Insert the empty disc in the drive and start ImgBurn in write mode. In the right window panel you will see the supported write speeds for that media.
Normally 1x write speed is not supported in modern drives. Not sure why you want to burn so slow. 1x is around 1 hour in burning time.
Sounds as you need to convert the files to DVD Movie format first in order to play it on a regular stand alone player.
This program might fix it.

No idea what model the Samsung is. I have the IDE version of the Pioneer and it's a joke.
Funny that the web shop can't list the actual model # of the drives they sell.
