Please post a log from one of those failed burns (you can find the logs at Help menu -> ImgBurn Logs).

Then your drive is defective and needs to be replaced.

You've burned from an ISO image and the disc verified fine, which means it was properly burned, then the problem can only be the ISO image itself. The 'Cannot Play This Disc' message kind of gives away that the content isn't in a format supported by your DVD player (possibly NTSC/PAL issue).

Unfortunately there's no magic that the software can do. Look at the Supported Write Speeds field, have you tried most of those speeds? Maybe you're burning too fast/slow and the quality isn't good. Try with high quality media, such as Verbatim and Taiyo Yuden blanks. You might also want to try changing the type of writable DVD media you're using (e.g. switch to DVD+R if you're using DVD-R or vice-versa).

Does it recognize original/burned discs?

There's firmware KL0P available for your burner. Remove any disc and close the tray before applying. Reboot after it has finished. If this doesn't solve your problem, get better media such as Verbatim DVD+RW

Pioneer doesn't have commands to control the bitsetting, or it would already be implemented, don't you think? The standard firmware automatically booktypes DVD+R DL media to DVD-ROM. In order to do that with single-layer DVD+R media, you need to flash your Pioneer burner with a modified firmware. You can do that with MediaCodeSpeedEdit or other similar tools

By the way, ImgBurn, by default, automatically booktypes +R media to DVD-ROM on Samsung (TSSTcorp) burners

ImgBurn doesn't compress nor spans anything. Maybe there was a lot of hidden/system files/folders, which, by default, aren't included in the image. Compare the number of files and folders present on the disc with the number of files and folders of the source data and you'll have an idea of what was left out.

Defragment your HD(s) and avoid doing heavy tasks while burning and that message should go away

Even though the brand may be the same, the dye used to manufacture the discs might have changed.

Does ImgBurn see it? Please post a log from ImgBurn (you can find it at Help menu -> ImgBurn Logs).

That could be due to memory errors, so grab memtest86+ and leave it running for a few hours. There's firmware 1.28 available for your burner.

Burn your cuesheet to a CD-RW then use Read mode to creat a BIN/CUE image from that, which you can mount with Daemon Tools/Alcohol/etc.

Try that burner on another computer if you can, or get it replaced if it's under warranty.
